Explanation:

A president may claim emergency by two ways by two ways either through implied authority of US Constitution and authority granted by the Congress.

Congress has the right to vote to terminate the national or state emergency. For this the majority of votes of two houses are required. The president can only declare the termination of the emergency by the joint resolution of both houses.  

This requires a statute to meet every six months, while the emergency is in effect.
