The answer is: refrain

Refrain is a technique used in the poems to repeat a word or group of words, ion this case this sentence is placed several time in the poem, this is not an allusion to any other characters, neither an internal rhyme, due to it is place at the end of the stanza, or a metaphor  hence it not a phase to mean another.
