IN 1807 a British ship fired on An american ship the sea and removed three American sailors in search of their own citizens that might be escaping from military service and this was in violation of the rights of Neutrals to move on the sea  during war times between countries.

The south Carolina's who where in support of the war of 1812 so this and several stoppage of American ships by both France and England as an Insult on America i.e a disregard for American independence and that was why they supported the war . the embargo of 1807 made by united states congress couldn't resolve the problem because it harmed the Americans more than Britain and France

This question is a nightmare. The right answer isn't really there. A short answer would be that New England didn't want a second war with Great Britain. There was a real gaffuffle about pressing American seaman into British Navy vessels that cause Jefferson to impose an embargo. All of this centered about the war of 1812.

The choice is between A and B. I would pick A, but I can't eliminate B.

C and D are not really amongst the reasons, particularly C.

A prince must be careful not to make him hated, even though he is feared; to do this, he must keep his hands off his subjects' property and their women. People will sooner forget the death of a father than the loss of an inheritance. However, when a prince commands an army, he must be cruel in order to control his troops. In conclusion, people love at their own wish, but fear at the prince's will, so a wise ruler will rely on what he can best control.

Continuing his discussion of virtues that are not virtues, Machiavelli considers mercy and cruelty. As with generosity and miserliness, he comes down on the side of the supposedly bad quality. He bases his judgment on consideration of what benefits the most people. It is no use to be merciful if by doing so, a prince allows disorder in his state to get out of control. A controlled amount of cruelty, which harms a few, can avert widespread violence and lawlessness, which harms many.
