Z is directly proportional and inversely proportional to Y => Z = K (X / Y)

X= 3 and Y = 6 =>  Z = 9.5 = K (X/Y) => K = 9.5 Y/X = 9.5 * 6 / 3 = 19

X = 8 and Y = 12 => Z = K * 8 / 12 = 19 * 8 / 12 = 12.67

Answer: 12.67
