President Roosevelt and his advisors concluded that the United States needed to become involved in foreign affairs in both the Atlantic and the Pacific theaters. In the Atlantic sector, the key blow was the fall of France. This meant that the only anti-Nazi power in Europe was Britain. Even though Britain managed to weather the first great crisis, the Battle of Britain, Prime Minister Churchill knew that the British could not go on without help. The British simply could not maintain sufficient manufacturing, especially of big capital projects, without assistance.  </span>
