To find solutions you have to simplify disjunctives first.

-9x+5\leq17\Longrightarrow x\leq-\frac{4}{3} \\13x+25\leq-1\Longrightarrow x\leq-2 \\

Now write the simplified disjunctives as intervals

x\in\Big(-\infty,-\frac{4}{3}\Big] \\x\in(-\infty,-2]

Since the solution is a disjunction x\leq-\frac{4}{3}\vee x\leq-2 we can rewrite as union of intervals and simplify the union to get solution.

\Big(-\infty,-\frac{4}{3}\Big]\cup(-\infty,-2]\Longrightarrow\boxed{(-\infty,-2]}

The answer is B.
