Only a citizen of the United States can vote in federal elections. If a person is not a citizen they cannot vote. If they try to, there are a number of potential consequences ranging from fines to deportation. Voting rights are extended to any citizen regardless of whether they are natural born citizens or obtained citizenship by the courts. There is no length of time required to be able to vote once citizenship has been obtained.
