These goals are usually associated with some actions of revenge or a holy war, where they believe that these attacks are the result of the actions of Western imperialists. So it can be said that they often choose places with a large number of tourists as retaliation for some injustice that terrorists feel is being inflicted on them, based on their religious or other reasons.
