Given that terrorists use extreme ways to achieve their goals, places with tourists which are attacked can cause great publicity to the international public. These goals are usually associated with some actions of revenge or a holy war, where they believe that these attacks are the result of the actions of Western imperialists. So it can be said that they often choose places with a large number of tourists as retaliation for some injustice that terrorists feel is being inflicted on them, based on their religious or other reasons.
