Rhetoric is language  that is intended to have a convincing or inspiring effect on people, but is often lack a  earnestness or expressive content. Classically something rhetoric has figures of speech or other composition techniques. I think one of the techniques used in this passage is when he said he hears sees and feels Harlem, when he means he comprehends. I feel this has a solemn tone of writing

I also concur that Franklin Delano Roosevelt stated this. He made this comment to congress and was wanting congress to support his program that would  supposedly assist our friend Great Britain in fighting against Hitler and his regime without directly involving American troops. This comment was made during World War 2.
