A benefit of a bicameral legislature is that it creates a controlled democracy. In most countries that use this system, there is a lower house, elected by the people, and an upper house, elected by the politicians of the regions or departments.

The representatives of these houses chosen by the people defend the interest of the citizens because they worked themselves in society before. They know perfectly the problems to be solved and the various needs. The difficulty is that these representatives are not always experienced or trained in politics. So, it is important that the second chamber made up of professionals to rectify the mistakes. A country can not be governed by emotion, a law can sometimes seem intelligent at the moment, but after analysis, it can be dangerous or useless. The members of the second chamber often have a long political career behind them, that’s why they look the ablest to study the proposed laws.

The bicameral system also allows the executive to maintain control and not leave the power to the people. It is the most used political organization in the great democracies of the world. It exists in the United States, Canada, France, Germany, Italy, Brazil, India, and Japan.
