How does D.O.T (department of transportation) play a role in CSX (a train company) ?? Please help I’m very confused

The department of transportation has the Federal Railroad Administration which deals numerous issues in various train companies, not just CSX. They establish regulations on safety and security and conduct research that could be helpful to these companies and help in securing and improving railroads and railroad companies in America.
