The biggest problem is that the majority of the freshwater is not actually in liquid form, but instead it is in the form of ice, trapped around the poles and on the highest mountains in the form of glaciers and polar caps. That water accounts for 87% of the total freshwater reserves. The groundwater, despite being a relatively rich source of liquid freshwater, also faces lot of problems, as the human population constantly needs more and more of it, usually taking more then what the nature can replace, living them dry eventually.
