Such society would be unable to exercise their democracy. There would not be Democracy at all.
We can not say a Society is Democratic if the citizens do not vote.
I think it means you either embrace greatness or resent it, but it could also mean Emotions like love, fear or even rage can fuel a person or destroy it.
