President Jimmy Carter based his foreign policy views on human rights. He ended decades of US foreign aid (political, military and monetary aid) to abusive US allies and was tough on other allies that abused human rights of their citizens. He felt our American policy should be based on our own moral values and should not change for foreign policy.
