They were still refusing to do military service and take part in wars.

They presented original ideas in 17th-century English absolutist society, and for this reason, they were eventually persecuted by Charles II. For this reason, a large part of the Quakers emigrated to the United States, where, led by William Penn, they created the colony of Pennsylvania in 1681.

The answer that I came with was, had an interest in the success of Rome, since they could improve their status by demonstrating their loyalty to their conquerors. I just learned about this over the summer semester when I took western civilization. Roman is rich in history but then again I think all countries are. :)
