The main way in which Taft differed from other Progressives of the day, especially Roosevelt, was that he thought it would be a waste of time to try to keep Progressive values completely in line with the Constitution.

President Taft signed the Payne-Aldrich Act in 1909, which rather cut down the tariff, increased the tariff on some goods.

Due to this Act, progressive started withdrawing support from president Taft, because the Payne-Aldrich act increased the duty on printed paper which highly affects the publishers.
