How did debate over the role of government lead to the formation of political parties?

The idea of the political party goes back the First Triumvirate of Rome. Marcus Crassus, Gnaeus Pompeius, and Gaius Julius all came to the realisation that they could cement their political power by forming an alliance. In this case it ended disastrously with Julius invading Rome, Pompeius having to fight him (and losing), and Gaius Julius getting to drop “Gaius” from the common usage of his name and add “Caesar” to the end of it.

Despite the outcome, the idea of creating a political power bloc has remained in any system of government that it can exist in. It allows the members to exercise more power and present a united front. Love them or hate them, it’s easy to find out what a major political party generally stands for.

At our last election, we had a series of independents running locally. Most had no website and no signage up around town. The only information I could find on them was a short write-up in the local paper. The write-ups tended to focus on one issue. For example, one candidate was a former nurse and passionate about protecting the healthcare system. That didn’t tell me how she felt about climate change, education, infrastructure, social policies, or anything else. No, it was way easier to vote for a political party.

People often associate the term "survival of the fittest" with Charles Darwin, but actually it was terminology that came from Herbert Spencer, the founder of what is known as Social Darwinism. (Spencer wouldn't have called it that - he and Darwin were rivals.)   Darwin used the term "natural selection" in his descriptions of biological evolution.  Spencer was unafraid to apply the same concepts to competition within the human species, contending that the stronger, fitter social or cultural groups will survive better than others and dominate over weaker groups.

Answer:

The 13th Amendment, ratified in 1865, formally abolished slavery in the territory of the United States. Through this amendment to the constitutional text, slavery was prohibited, thus protecting the rights of African Americans, who until then were subject to said slave and segregationist regime in the southern states of the country.

Although this amendment did not solve all the problems of black people in the country, it was a milestone in the development of civil rights for this social group, which advanced more quickly in the north of the country, while the southern states they applied segregationist policies after the end of Reconstruction.

Thus, finally, after the enactment of the Civil Rights Act of 1964, African-Americans had access to the same rights as whites in the nation, applying this amendment in its entirety.
