so 2/3 of a fifth means product of 2/3 and 1/5 which is

\frac{2}{3}*\frac{1}{5}=\frac{2*1}{3*5}=\frac{2}{15}

Now total weight is given by

4 whole pounds and 2/3 of a fifth

= 4 + \frac{2}{15}

= 4*\frac{15}{15} + \frac{2}{15}

= \frac{60}{15} + \frac{2}{15}

= \frac{60+2}{15}

= \frac{62}{15}

Hence required fraction for the answer is \frac{62}{15}.
