This process seemed to work well until the mid-1850s. At that time, growing hostilities in various states resulted in vacant Senate seats. <span>The law helped but did not entirely solve the problem, and deadlocks in some legislatures continued to cause long vacancies in some Senate seats.</span>

There was a different process of electing senators before 1850 and it was working pretty well during that time. As time went on, the people of the United states wanted a different and clear method of election. The Constitution was strong enough to go through that change and satisfy the people of the country.
