In a parliamentary system, The ruling government decides which member to be included in the Parliament generally. It changes after each general elections. But it can change during the tenure of the government, as it is the advisory body to president. All the cabinet members are appointed at the pleasure of the president.

Further Explanation:

The cabinet is the executive branch of the federal government. The members include the Vice-President, Secretary of state and the other heads of executive department. It was formed around 230 years ago on 4 March 1789. It is an advisory body. There are total 23 members with Vice President, 15 Principal Officers and 7 other members. The US Constitution does not explicitly define or establish cabinet. The role of the cabinet inferred from the opinion clause (Article 11, section 2, Clause 1) in the US Constitution which serves as an advisory body to the president. The members of the cabinet can be dismissed by confirming with the Senate, they serve the US President and serve at his/her pleasure who can dismiss the member any time without even by the approval of the senate, as confirmed by the decision of Supreme court in Myersversus United States in 1926.

All the public officials, including the cabinet members are subjected to impeachment by house of representative and they can be trialed in Senate for reason like "treason, bribery and other higher crimes and misdemeanors", according to Article 11, Section 4.
