All right, to understand this, we need to analyze the context. The Tang dynasty reached the throne by seizing it, they practically usurped it from the decaying Sui. Which was a pretty common act between Chinese dynasties. However, the way they did it was what mattered because they took advantage of the nomad tribe in inner Asia instead of china and they made alliances with different powers to gather armies to support a call they backed on a census. So, when they reached power they made sure they did everything to preserve it. So, they improved the laws for two purposes the first one was to provide a better quality of life and to be sure the power stayed with the best governor in case someone tried to usurp the kingdom as they did. Leading the Chinese empire to its golden era.
