You could start by noticing

$\dfrac{417.2}{17.2}=\dfrac{\frac{4172}{10}}{\frac{172}{10}}=\dfrac{4172}{172}$

so you don't have to worry about the decimal point anymore. Then carry out the division as usual.

172*24 = 4128

so we have

4172 = 4128 + 44 = 172*24 + 44

$\implies\dfrac{417.2}{17.2}=\dfrac{4172}{172}=24+\dfrac{44}{172}$
