The answer is C. Hitler believed that the Jews were a cause of the large amount of German deaths in World War 1. One reason being the fact that he thought the Jews sent the Germans to War. Why I don't know? HE was a sick man. Hope this helped

They wanted to keep the power to themselves, as they did not want the government to abuse their power onto the citizens. This created a weak central government because it gave most of the power to the state governments.
