Sentences in active voice tend to follow the structure, subject + verb + object. So before we even look at the answer choices we should identify the subject, verb and object of each sentence.

Remember the subject is the who or what, the verb is the action and the object an item that can be seen or touched.

The who or what of this sentence appears to be Elizabeth, the action is baked, decorated and presented and the object is the cake. So if this sentence were to be written in active voice it would start with Elizabeth, talk about what she's doing or the action being done and end with the object the action is being done to, or the cake. So it should look something like Elizabeth baked, decorated and presented the cake.

This exact sentence is in answer choice B meaning that B is likely the answer.

But lets read the beginning of each answer choice just to make sure.

First sentence of answer A: The cake was baked, decorated and presented. This sentence starts with the object, and then the actions done on the object and doesn't even have a subject. This does not follow the subject + verb + object structure and therefore cannot be the answer.

First sentence of answer C: The cake is baked, decorated, and presented by Elizabeth. Similar to the start of A, this sentence starts with the object, then the action being done to the object and then the subject. This sentence is in passive voice and doesn't follow the subject + verb + object structure and therefore cannot be the answer.

First sentence of D: Baking, decorating, and presenting the cake was important to Elizabeth. This sentence begins with the actions on the object, then the object and then the subject. This doesn't follow the subject + verb + object structure and therefore cannot be the answer.

So with only looking at the first sentence of each answer choice we can determine that the answer is B
