This is the scenario in which the assets of country is owned by both the private and the government individuals. The ownership is shared. Unlike in the command economies where the government owns assets and in the free market its vise versa.

Do take my word with a grain of salt because I'm in high school, but this seems like a good question to me. I believe C and D because the dead fish could be bias against the fishing industry. Fishing isn't always catch and kill and someone who is less knowledgeable or specifically biased against fishing/hunting wouldn't know that there is also catch and release; and the incomes in a state are very hard to average. Take the state of Colorado for example. Denver is a fairly rich city and the average income is likely to be 5 - 6 figures while the front range and many small towns south of Denver are some of the poorest towns in the country, leaving them out of the average. I could be wrong, but I'm fairly sure I'm not.
