If I remember... The pro imperialist approach to extending the realm of the British Empire in India was a policy of lapse. It was adopted by Dalhousie. The Doctrine presented with an idea to annex certain states that have no descendants, the right to rule is expired and can not be changed by adoption.

Well, personally I think that it is flawed: it limits the inflow of new ideas into politics.
I think that one way to address it is to abolish the electoral college and introduce country-wide representative elections and not a "winner takes it all" system.
