They felt that communism was the supreme evil (citizens had no rights, while we were free in the USA). the USA tried to suppress communicationism. Communism is depicted as a buzz since buzards are not the most friendly animal. Communism is not the most friendly form of government. The buffalo is in anarchy because this was what communism was supposed to bring to Western Europe.Congress succeeded by initiating the Marshall Plan that enabled West Europe to recover after the war in order to escape the Soviet Union's governments.
