Neither was war inevitable in 1812. it almost came in 1794, 1807 and 1808, and it could have been avoided again through diplomacy as in these earlier crises. It was a recipe for military disaster as the US Army performed throughout 1812 and 1813.

There could be several options for answering that question.  I'd say one area of strength for the Articles of Confederation was that they encouraged coordinated, cooperative action between the states to resolve any disputes between the states.  Another strength might be the establishment of a Department of the Treasury and Department of Postal Service so that money could be coined and mail service provided.

Meanwhile, there were also weaknesses, such as each state got only one vote, regardless of the size of the state.  Also, each state could tax trade from other states -- there was no authority in the Confederation to regulate interstate commerce.

1 - The man in the cartoon is a personification of the mass hysteria of American citizens in fear of communism after World War II. The cartoon was published in 1949 and referred to the violation of political liberties in the name of fighting communism. I the late 1940s and early 1950s the US would have figures like Senator Joseph McCarthy and the FBI's Edgar Hoover who acted believing political liberties were less important than destroying communism.

2 - The author of the cartoon is Herb Block, a famous political cartoonist of the 20th century. In the cartoon, the personified hysteria is going to put out the flame of the statue of liberty for fear of it. The author is saying that fear and hysteria destroy important rights and liberties and thus are unhealthy feelings in politics.

He was born on April 13, 1743 in Shadwell, Virginia. He was the author of the Declaration of Independence. He was the third president.He was responsible for the Louisiana Purchase. He funded Lewis and Clark's expedition. I'm pretty sure his legacy is being the author of the Declaration of Independence. 
One of his dilemmas might have been piracy. Barbary states of north Africa requested money in exchange for the safety of american ships. Tripoli, a place in north Africa, declared war on the United States. Jefferson's solution was to send a small fleet of warships to Tripoli. Tripoli and the United States eventually signed a peace treaty. The United States gave $60,000 ransom for the Philadelphia, and american ship that Tripoli had captured.
