BECAUSE:
Comma's always come after an interjection, and they always stand for a pause. 

So:
Oh, Kelly, (...) may I borrow your green dress tomorrow?

The next one, it should be Liz shouted for, "everyone to leave the building." So the comma is in the wrong place for that one.
