The two presidents brought attention the issue of communism oppression to the world. Kennedy called out to the supporters of communism to go to Berlin and see for themselves the oppression of communism. Both presidents also intended to create a positive rapport with the soviet union regime.
The striking difference is while Kennedy efforts ended in a detente, Reagan speech ended with the bringing down of the wall and an end to the end of the cold war.

A rolling barrage of artillery ​is a massed sustained artillery fire aimed along the enemy line. A barrage is done to suppress enemy movement and actions through that line.
