The correct alternative is "our democratic-republican government is based on the idea of the natural right of every individual member thereof to . . . a vote in making and executing the laws".

The reason for this alternative to be correct is that one of the ways to use reticence is when it is desired to suppress some words or phrases from the original text. In the case of this alternating, the word "voice" was suppressed, being replaced by reticences. The other alternatives do not fit into any of the other ways of using reticences and so are incorrect.

The other ways to use reticencias are:

  • To interrupt a thought so that the reader implies what would be enunciated or imagined
  • To indicate common hesitations in orality
  • To convey more emotion and subjectivity to those who read

We can observe that all the answers contain ellipsis which is an intentional omission of a word, sentence or something longer. The correctly applied version of ellipsis is the first option - Our democratic-republican government is based on the idea of the natural right of every individual member thereof to . . . a vote in making and executing the laws. Omitted word is "voice". Other options are not correct because all of them contain mistakes regarding the usage of the ellipsis.
