The US needed money in order to fight the war, they needed money primarily for military equipment and armament. War bonds can be retail bonds sold to the public or wholesale bonds which are usually traded on a stock market. Retail bonds usually have a yield and are offered at different prices so that most citizens can access them. The War Finance Committee was in charge of selling bonds, and the War Advertising Council advertised bond buying.
