Justinians attempts to reconquer western territory left the east open to attacks by Persians and Slavs.

Justinian had come to the throne in 527. War with the Persians began in 540 and continued until a 50-year peace agreement was signed in 561.

The Sclaveni (as the Slavs then were known) gave Justinian problems in the Balkan region.

Justinian’s' attempts to reconquer western territory left the east open to attacks by Persians and Slaves.

Further Explanations:

Justinian born on 14th November was also known as Justinian the Great was the emperor Great of Eastern Orthodox Church that reigned from 527 to 565. He revived the greatness and re-conquered the western-half of the Roman Empire and because of his restoration policies, he was sometimes also known as the “Last Roman” during the 20th Century.

During his region, he subdued the Tzani ‘s of the eastern coast of the Black Sea which was never under Roman rule. He also engaged the Sasanian Empire during Kavad reign and also during the Khosrow’s that showed his ambitions of the west conquest.

His ambition of conquering left the eastern part of the abandoned area for the invasion by the Persian and slaves. He laid his entire force in conquering the western part as he took these areas as a matter of prestige and neglected the regions of the west.

and this to....
The Kushites controlled the army once they had conquered Egypt and the Kushite king Piankhy became Pharaoh; the Kushites always provided the major portion of the army during a subsequent series of wars with Assyria for the control Syria.

The Kushites were a warrior society, so that's how their soldiers were organized and fought, whereas Egyptian soldiers were professional regulars, a standing army.

Egyptian military commanders were basically Kushite puppets, so there was some strain in the relationship between the Kushite part of the army and the essentially subject Egyptian contingent, as the Kushites always made sure they had the upper hand during the 90 years or so of Kushite rule.
