As a president, Truman decided to form a Civil Rights Commission in 1946, and to desegregate the federal workforce in 1948. Truman had been known for his racism but at some point he declared that all men had to be considered equalls and they should have the same opportunities without regard to colour, race, religion or national origin. Thus, he became the first president to recognize the equallity of blacks.
Most people believe that the pressure of black voters was the main cause of his change of mind.
