In the Constitutional Convention, the New Jersey plan was a proposal for the representatives of the government to favor equal representation of states. In other words, it favored the small states of the U.S. The Virginia plan was another proposal that conflicted with the New Jersey plan, and it favored the big population for a representatives. Since these two plans arose and conflicted each other, the Great Compromise combined the two plans and made 2 houses of reps. <span />
All states must accept the laws and records of other states as valid.
Section 1 states that if a state sanction a public act, record or judicial proceeding according to the manner in which Congress's law prevented, it must be recognized by other states.
