Both the House and the Senate are made up out of the members from both the Democratic and the Republican Party. According to these statistics we can see that the minority in the House and the majority in the Senate are from the same political party as the President.

I can infer that both the senate and the house had made their members frim the Democratic and Republican Parties. The president has the same political party just as the minority of the house and the majority of the senate are. So there are fair judgement in the election process.
