They had set out in 1620 and due to storms and they landed in Massachusetts, this area was outside the jurisdiction of Virginia. They were afraid that they won't be able to peacefully in absence of laws hence the leaders created Mayflower Compact. It was created to ensure the smooth functioning of social structure. Most of the travelers were pilgrims and wanted to have religious freedom in the Americas. The compact proclaimed pilgrims' loyalty to the King of England and was signed by 41 pilgrim men. John Carver was voted as the first governor of the colony.
