If people raise their voices in a discussion it usually means that they are afraid of not being heard. It may mean acoustically ( the room is full of people and the level of noise high ), but also verbally ( they feel people don't understand their point of view ). Raising their voice does not always mean they are angry or upset. It is a defense mechanism because they may be passionate about the subject they talk about and they want the listeners' attention. They hope to create more impact with a louder pattern of speech.

Sometimes people raise their voices if they don't have a valid argument for their discussions. They fear intimidation may be the only way to get their message across even if the message is not correct.
