The purpose behind the paper would be the fact that there would be "85 articles" that would be help for each person, would have to apply too. So, in this case, these people were practically not telling the other people the truth of what would really be happening.

It taxed the sugar that entered the United States of America and was not bought from the English Antilles.

The aim of the sugar law was to encourage settlers to consume only sugar directly from the English. It raised the taxes that settlers had to pay on molasses, wine, coffee, silk, white clothes, luxury goods, and linen in their ports.
