It is true that George Mason refused to sign the Constitution.

George Manson was a delegate from the state of Virginia in the Constitutional Convention. He did not want to sign the Constitution during the convention because he thought that the states would surrender a lot of power to the federal government. He considered that a strong central government was not the best option for the nation and he supported the idea to include a Bill of Rights.
