I am actually doing the same EXACT project right now at school!  Make sure when you make your emergency preparedness plan, You include the following 5:

Prevention:    What can be done to help prevent the disaster from taking place?  

Mitigation:   How can you reduce the effects of the disaster

Preparedness:   What preparations can be made ahead of time so that everyone can work effectively to improve conditions?

Response:  What can be done during the disaster to deal with problems?

Recovery:   What can be done to revert the city back to normal?


Also, you don't have to pick your state/province.  I chose Sao Paulo Brazil and tornadoes.
