Answer:

 Iran-Contra affair

 Libya bombing.

Explanation:

Reagan`s second term started in 1985. Two of his foreign policy issues were the bombing of Libya. The government considered the ruler of that country, Muammar Gaddafi, part of the so-called "unholy trinity" along with Fidel Castro and Leonid Brezhnev.

After a bomb exploded in a Berlin discotheque with 63 American military personnel injured and one death. Reagan administration accused Libya and authorized the U.S. of force against that country. Many countries condemned the military attack.

The other issue was the Iran-Contra affair. It consisted of sold arms to Iran under the context of the Iran-Iraq War and with the profits fund the Contra´s rebel fighting in Nicaragua. An action that was forbidden by Congress.

These two foreign policy issues undermined people´s trust in the Reagan administration.

There are many reasons but here's two

1. The 'war' and invasion etc was fought in the West so the province that you are going to have to raise troops and revenue from to fight the war is the same one where all the fighting takes place.

Meanwhile the 'East' had Anatolia as a heartland for revenue and recruits that was untouched .

2. There is alot of evidence that it wasn't simply 'barbarian' invasion but also a large element of rebellion against central authority by local forces. These are the people who are supposed to supply your troops and revenue.
