\frac{3}{8} * 16

when multiplying fractions , numerators are multiplied by numerators and denominators by denominators

\frac{3}{8}*\frac{16}{1}  = \frac{3*16}{8*1} = \frac{48}{8} = 6

therefore product of 3/8 and 16 is 6

next we have to find 2/3 of 6

'of' operator means multiplication

\frac{2}{3} *\frac{6}{1} = \frac{2*6}{3*1} = \frac{12}{3} = 4
