I think the answer is had gone because the person aka narrator called Augusto and then there is a blank then it goes on saying to play soccer just before I called him. 

Is going will not make sense at all when you set it in the blank. Augusto is going to play soccer just before I called him. So we can eliminate "Is going"

Augusto "Has been gone" to play soccer just before I called him. This is a good option so we can save this one for later.

Augusto " will be going" to play soccer just before I called him. I think this makes no sense at all to me.

Augusto "had gone" to play soccer just before i called him. This also makes a lot of sense.

Now we have 2 options which are, " Had gone" and "Has been gone". I think the one that makes a lot of sense is Had gone because of past tense.
