In Hemingway's short story " In Another Country" the major said " I am utterly unable to resign myself." He means that he is unable to give himself to another person. His wife has died and he gave all his love to her. He is saying that he can't do that again.
There will be a greater conflict between nations in the future b/c people just wont get along and the way the world is evolving now, not everyone has the same ideas about how we should go forward
