For that reason I'm inclined to say that the correct answer you're seeking for is C - people could be worried whether they will affect their jobs and businesses. 

However, stating the answer like this might be a bit paranoid. It's more likely that it will affect them positively as it's not in the interest of a country to negatively punish its citizens.
