That is the  states have all powers not granted to the federal government by the Constitution. EXPLANATION  

The statement above is the 10th Amendment. The 10th Amendment is very helpful for defining the distribution of powers between the federal government and state governments.

Overall, the 10th Amendment talks about the relationship between each state and the federal government. It becomes important especially in clarifying the limits of authority and obligations of each government. The 10th Amendment is also intended to make it clear that the federal government cannot make decisions unless the federal government is explicitly given authority. So, any device which not given to the federal government is the right of the state (to decide). It means that the federal government only has authority in matters of the Constitution.

Yet, the words in the 10th Amendment are considered rather complicated, being compared to other constitutions that use words inexplicitly or explicitly when talking about government authorities and obligations. Thus, it will become a source of controversy when interpretations are played. There are opportunities for multiple interpretations, understanding in very diverse and will complicate the decision making.
