Answer

powers held by the states alone

Explanation

The tenth Amendment declares that the powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people. That is the  states have all powers not granted to the federal government by the Constitution. The tenth Amendment of the United States Constitution is the section of the Bill of Rights that basically says that any power that is not given to the federal government is given to the people or the states.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved for the States respectively, or to the people. It is powers shared by both state and federal levels type of power.

EXPLANATION

The statement above is the 10th Amendment. The 10th Amendment is very helpful for defining the distribution of powers between the federal government and state governments.

Overall, the 10th Amendment talks about the relationship between each state and the federal government. It becomes important especially in clarifying the limits of authority and obligations of each government. The 10th Amendment is also intended to make it clear that the federal government cannot make decisions unless the federal government is explicitly given authority. So, any device which not given to the federal government is the right of the state (to decide). It means that the federal government only has authority in matters of the Constitution.

Yet, the words in the 10th Amendment are considered rather complicated, being compared to other constitutions that use words inexplicitly or explicitly when talking about government authorities and obligations. Thus, it will become a source of controversy when interpretations are played. There are opportunities for multiple interpretations, understanding in very diverse and will complicate the decision making.

Why was Georgia governed by different rules than the other southern colonies
Mila [183]
Georgia was different from the other twelve colonies. It received money from Parliament to get it started, and alone of the 12 colonies, prohibited slavery and the import of alcohol. It is generally believed that lawyers were not allowed in the colony, but no legislation has been found to prove it. The settlers had no control of their own government - it was entirely ruled by the trustees.
