The Public Works Administration needed Roosevelt´s backing to work properly.

The PWA was a large scale public works construction agency created in June of 1933 in response to the Great Depression. It built large scale public works to provide employment and stabilize purchasing power to revive the economy.

It needed Roosevelt's backing because after having received considerable support from some important people it was left apart because of the enormous money it was supposed to spend, 3.3 billion dollars in the first year. But Roosevelt agreed to introduce PWA as part of his New Deal proposal.

I hope this answer helps you.

Human and animal muscle.

Explanation:

I don't mean this literally. If a farmer didn't own an ox to pull his plow, he would have to pull himself. Or with wheels, you would have animals walk in a circle, or crank the wheel yourself.
