  The Public Works Administration needed Roosevelt´s backing to work properly.

  The PWA was a large scale public works construction agency created in June of 1933 in response to the Great Depression. It built large scale public works to provide employment and stabilize purchasing power to revive the economy.

  It needed Roosevelt's backing because after having received considerable support from some important people it was left apart because of the enormous money it was supposed to spend, 3.3 billion dollars in the first year. But Roosevelt agreed to introduce PWA as part of his New Deal proposal.
