When Greek Civil war occurred during the 1820's, Europe rendered a great help to Greeks to establish full sovereignty. The European powers helped in the formation of a sovereign Greek state by mediating between the Turks and the Greeks. Thus, making the Concert of Europe a mediator of establishing peace and security in Europe.
