In March 1948, the Allies decided to combine the various occupied territories of Germany into one economic entity. The Soviet representative resigned from the Allied Control Council in protest.

Consistent with the introduction of the new Deutsche Mark in West Berlin (as well as throughout West Germany), which the Soviets viewed as a violation of their agreements with the Allies, Soviet occupying forces in East Germany began blocking all railroads, roads and waterways.
